Providing police and fire services is tough and essential. We are here to help. Over the past 50 years of serving cities and other local governments, the TML Risk Pool has developed resources and strategic partnerships to assist police and fire departments.
LAW ENFORCEMENT OUTREACH CONSULTANTS
The Pool employs two Law Enforcement Outreach Consultants to assist law enforcement leaders. The consultants continue to provide training, but their focus is on identifying high priority police departments on which to focus improvement efforts based on:
- Analyses of losses and trends related to the department.
- Analyses of Member contributions, loss ratios, experience modifiers, and other data.
- Member requests for service.
- Member functions and operations.
- Other known concerns and considerations.
Safety and Loss Control Consultant and/or Law Enforcement Outreach Consultant visits or interactions with all Member police departments, especially those who ask for assistance, also remains a priority. Email lawenforcementoutreach@tmlirp.org to learn more or to schedule a visit.

VINCIBLE TRAINNG PROGRAM
The VINCIBLE Training Program is the foundation of the Risk Pool’s Partnership with the Texas Police Chiefs Association.
BEST PRACTICES/ACCREDITATION
The TPCA’s Law Enforcement Best Practices Accreditation Program supports agencies in delivering services, reducing risk, and protecting individuals’ rights. Access and download the Best Practices Standards at https://www.texaspolicechiefs.org/accreditation-program.
Similarly, the Texas Fire Chiefs Association (TFCA) has developed a best practices program to encourage fire departments to seek continual improvement in their services to local communities. There are twelve chapters that define best practices in the typical service areas provided by a fire department. This program is applicable to paid, combination, and volunteer fire organizations. The TFCA encourages fire departments to pursue this designation by completing the performance requirements and will be a challenging and worthwhile endeavor. TMLIRP can provide funding for first year fees to member agencies that enter the TPCA or TFCA Best Practices Recognition Programs. Funding is on a first come basis, with yearly update fees the responsibility of the member entity.
Steps:
- Download the TPCA (police) application or the TFCA (fire) application, complete the form, and send it to the Association.
- When the department enters the Recognition Program with a signed contract, the Association will forward the application to TMLIRP.
- The Risk Pool will confirm the entity is a Member for either workers’ compensation or liability coverages and has not previously paid first year fees.
- The Risk Pool will notify the entity and the respective Association.
- The Risk Pool pays approved fees to the Association.
